Issuance of Telecom Service Delivery Licenses

Service Description

The Telecommunications and Digital Government Regulatory Authority is the legal entity responsible for issuing licenses under the Telecommunications Law. According to the Telecommunications Decree-Law, operating a Public Telecommunications Network or providing Subscribers with Telecommunications Services and all other types of activities determined by the Board in accordance with the law requires obtaining a license from TDRA

The service also includes existing licensees who want to renew, amend or revoke their Telecommunications Services license

Service Conditions

- An entity is eligible to apply for the service if the entity is:

  • A company incorporated under the Commercial Companies/Business Law, and pursuant to Article 28 of the Telecom Decree-Law; must be an entity approved by the Board for the purposes of obtaining a license
  • A company whose shareholders comply with the resolution recognizing the licensing of the relevant Regulated Activity
  • Unless otherwise approved by the Board, the percentage of foreign shareholders in the relevant entity shall not exceed 49%, while one or more national partner(s) shall own the remaining 51%

Service Limitation

The applicant must comply with the following: - Application for approval to establish the company to be licensed under Article 28 of the Telecommunications Law. Approval of establishment/incorporation shall not be considered an indication of approval of any license requested thereafter - If the applicant wishes to obtain an exemption from any provision of the Commercial Companies/Business Law

Required Documents

  • Proof of meeting the eligibility criteria for the license
  • Certified copies of the company's Articles of Association and Memorandum of Association
  • Shareholder ownership structure data including information on any telecommunications services license held by any of the shareholders, whether in the UAE or abroad
  • Details of the management team, including qualifications and experience in telecommunications in the country and/or abroad, if any
  • Business plan, including, but not limited to:

- Type of network(s) that will be operated and type(s) of services that will be provided

- Initial plan for network and service deployment including network diagrams and relevant technical details

- Determine whether spectrum or numbers are required for the service, and if so, provide details of the requirements

-Financing proposal and/or financial feasibility studies

  • Benefits to the UAE economy from the proposal
  • If you wish to provide satellite services, please provide us with a no-objection letter from the UAE Space Agency
  • Any other information in support of the request
