Quality Education
Law No. 3 of 2011 assigned the task of the federal e-government to the TDRA. In May 2013, His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, UAE Prime Minister, and Ruler of Dubai launched the mGovernment Initiative. The Supreme Committee was formed later and it assigned the implementation of the initiative to the TDRA, funded by the ICT Fund.
Since then, the TDRA's enabling role has been enhanced, as it became responsible for the overall digital infrastructure in the country. This was embodied through the Federal Electronic Network (FedNet) and its connection with local networks in Abu Dhabi and Dubai. This role is further reflected in projects, such as managing the official portal of the UAE government, the establishment and development of the Government Service Bus (GSB), the Smart Pass, the monitoring and measurement of the mGovernment enablers, and others.
Gender Equality
TDRA is committed to promoting gender equality in the workplace and empowering women across all levels of the organization. Women represent a significant portion of the TDRA workforce, and their role continues to expand through inclusive policies, leadership opportunities, and capacity-building initiatives.
The establishment of the “Eve Committee” reflects TDRA’s dedication to supporting female employees, providing a platform to address their needs and enhance their professional and personal development. Affordable and Clean Energy
TDRA is committed to supporting the UAE’s clean energy goals by optimizing energy use across its operations and digital infrastructure. Through smart building designs, energy-efficient cooling systems, and the adoption of LEED-certified facilities in both Abu Dhabi and Dubai, TDRA has significantly reduced energy consumption and carbon emissions. In addition, the TDRA leverages advanced digital platforms and green ICT practices to minimize its environmental impact. By enabling paperless transactions, reducing physical travel, and supporting virtual infrastructure through FedNet and cloud computing, TDRA contributes to a more energy-efficient and low-emission digital government ecosystem, in alignment with the UAE’s Net Zero 2050 strategy.
Decent Work and Economic Growth
TDRA promotes decent work and sustainable economic growth by supporting the development of the digital economy and fostering innovation. Through the ICT Fund, TDRA invests in projects that contribute to national capacity building, entrepreneurship, and research. Moreover,the TDRA maintains a strong commitment to employee well-being and fair labor practices, following FAHR guidelines and promoting Emiratization.
With an 89.2% Emirati workforce (as of 2024) and continuous investment in capacity building and innovation, TDRA ensures a future-oriented, inclusive, and resilient workplace that supports sustainable economic development in line with the UAE’s national goals. As a regulator of the telecom sector, TDRA enables fair competition, encourages private sector participation, and supports investment in advanced telecom infrastructure to drive economic diversification.
Industry, Innovation and Infrastructure
TDRA assumes a central role in regulating and advancing the UAE’s telecommunications sector and government digitalization to ensure secure, sustainable, and inclusive infrastructure. It oversees the development of the national ICT ecosystem by regulating telecom services, managing spectrum resources, and issuing licenses for operators and service providers. TDRA supports infrastructure modernization by promoting the adoption of advanced technologies, such as 5G and IoT, in line with national priorities.
In addition, TDRA develops technical regulations, policies, and standards that guide the sustainable expansion of telecom networks and digital platforms. Through initiatives like FedNet and UAE Pass, TDRA enhances service integration and accessibility, while also ensuring network resilience and energy efficiency. These efforts align with the UAE’s vision for robust, innovative, and future-ready infrastructure.
Sustainable Cities and Communities
TDRA contributes significantly to advancing sustainable cities and communities by enabling smart, integrated, and citizen-centric digital services. Through platforms like FedNet, the Digital Identity (UAE Pass), and the Government Service Bus (GSB), TDRA facilitates seamless data exchange and service delivery between government entities, reducing the need for in-person visits and supporting urban efficiency.
Furthermore, the TDRA promotes sustainability through its LEED-certified buildings, smart infrastructure, and support for remote and paperless services — all of which help reduce carbon emissions and enhance quality of life. By driving innovation in digital governance and smart city readiness, TDRA plays a vital role in supporting the UAE’s vision for sustainable urban development. Moreover, by regulating telecom services, TDRA ensures continuous connectivity that supports the resilience and sustainability of urban environments.
Peace, Justice and Strong Institutions
TDRA enhances institutional strength through national policies and frameworks that ensure service continuity, data privacy, and cybersecurity. The TDRA holds multiple international certifications, such as ISO 22301, ISO 27001, and ISO 20000, which confirm its commitment to governance excellence. TDRA also provides advisory and regulatory support to public entities to strengthen digital resilience across the federal network. In the telecom domain, TDRA ensures fair access to communication services and upholds consumer rights through transparent regulations and complaint resolution mechanisms.
Partnerships for The Goals
TDRA actively engages in strategic partnerships to advance national and global sustainability goals. At the national level, TDRA collaborates with government entities, local authorities, and academic institutions to support digital transformation, innovation, and service integration. Regionally and internationally, TDRA represents the UAE in global forums such as the ITU, GCC Telecom Bureau, and other key organizations, contributing to knowledge exchange and joint initiatives.
The TDRA further supports collaborative platforms like the UAE Hackathon to promote innovation and community engagement. Through these partnerships, TDRA strengthens its role in achieving the Sustainable Development Goals (SDGs) and driving collective progress toward a more sustainable and connected world.
