The scope of this definition in context of this Policy is to regulate IoT within the UAE.

the high-level advisory committee chaired by TDRA, established for IoT related matters within the UAE with representatives from various identified ministries, regulators, public sector entities and experts in IoT.

a set of functions and facilities offered to a user by an IoT service provider and it does not encompass IoT-specific connectivity.

any person that provides an IoT service to users (including individuals, businesses and the government), that will comprise the provision of IoT-related services/ solutions.

a certificate that TDRA issues for authorizing an IoT service provider to offer IoT services in the UAE.

the procedure published by TDRA for IoT service provider(s) to register their IoT Service(s)

connectivity that is, transmitting, broadcasting, switching or receiving IoT related data by means of a telecommunications network covering a wide area. This service is a regulated activity and can only be provided by a licensee.

means the Radiocommunication Bureau of the ITU, which is the organization within the ITU which is responsible for receiving, processing and publishing API, CR and Notifications.

Land Parcel shall mean any area, parcel, block or allocation of land within the UAE acquired by a Reporting Licensee and from which land the Reporting Licensee can derive a commercial value through such activities as the sale, lease, or rent of the land and shall exclude any area, parcel, block or allocation of land granted to a Reporting Licensee pursuant to the provisions of Federal Law No (1) of 1991 regarding Emirates Telecommunications Corporation, or the provisions of Federal Law No (3) of 2003 regarding the Organization of the Telecommunications Sector, as amended, or any provision in a Reporting Licensee's Public Telecommunication License pertaining to the access to and use of land.

Any person being an owner, grantee or lessee of Private Land and for the purposes of these Regulations, the term ‘Landowner’ shall be construed to also include Developers.

means domain names existing prior to the commencement of the .aeDA’s Registry System.

a regulatory instrument issued by TDRA pursuant to the provisions of the Telecom Law and its Executive Order which grants the licensee the right/obligation to carry out any of the licensed activities. Licenses can be either “Individual” or “Class”.

The Licensees Equipment Room serves as a point of demarcation between the Public Telecommunications Network and the Data Centre.

means Marketing Text Messages sent by a licensee to a Mobile Customer for the purpose of marketing services offered by that Licensee or an associated company.

means any Telemarketing Call initiated by a licensee or its agent for the purpose of promoting or marketing that licensee, or any services, or products, or promotions, etc. offered by or provided by that licensee or any affiliate, or any company associated with that licensee

means – a licensee who owns, controls or manages a Data Centre in the UAE and the term Licensee-Data Centre Controller shall be extended to include agents of the concerned Licensee.

means Listen Before Talk which is a mechanism by which an equipment applies clear channel assessment before using the channel.

a manufacturer based in the UAE, which can manufacture, assemble, offer or sell telecommunications equipment in the UAE market, provided that he holds a valid trade license for the relevant telecommunications equipment and is registered in Type Approval Regime.

shall mean the calculation of the cost of providing a defined increment of output, on the basis of forward looking costs incurred by an efficient operator. the parties to an agreement or a dispute under these Regulations- on one side Licensee and on the other side a Landowner- jointly “the Parties” and severally “a Party".

any person who has an arrangement with a licensee whereby the fees for additional services (products, services, applications, games, ringtones and anything else) supplied by that person are collected by the licensee via a subscriber’s account whether collected immediately by a deduction of credit or collected at some later stage by a post-paid invoice.

any Licensee provided service or system whereby the consumption of data is charged at the time of using that data and where the amount charged by the Licensee is proportionate to the amount of data used by that consumer. Note: in the context of these Regulations, the terms PAYG (or pay as you go, or pay-as-you-go) shall have the same meanings in pre-paid billing systems (where the retail charges are deducted as they arise from a pre-purchased credit balance) and in post-paid billing systems (where the retail charges are collected at some time after they arise and in accordance with the established billing cycle for the consumer in question).

means Private Mobile Radio over Wireless Access Systems which is a land mobile radio (i.e. walkie talkie) and base stations (access points) operating in the 2.4 GHz and 5 GHz frequency range based on IEEE 802.11 family of standards.

shall mean an independent report issued by a qualified auditor containing an opinion on whether a Reporting Licensee's Regulatory Accounts comply with these Instructions and Regulatory Accounting Documentation.
