HR Planning Section

The Human Capital Planning Section is responsible for identifying and attracting national talent to support TDRA current and future needs contributing to the achievement of its vision mission and long term strategy The section plays a key role in designing the organizational structure setting and implementing recruitment objectives and ensuring the availability of qualified and high quality human resources

The sections responsibilities also include conducting studies related to future workforce requirements based on TDRA strategic objectives while maintaining continuous coordination with the Finance Department to secure the necessary budget approvals In addition the section ensures the effective implementation of recruitment procedures and the provision of appropriate systems in accordance with international standards ensuring a seamless candidate journey from attraction and application through to onboarding

In line with government directions toward digital transformation and the adoption of smart services the section has developed and activated TDRA recruitment portal as the official platform for managing recruitment and hiring processes It is the first recruitment portal integrated with the UAE PASS digital identity system which has contributed to automating procedures and transforming them from paper based to paperless processes standardizing workflows and reducing operational steps This enhances operational efficiency and contributes to improving both the speed of delivery and the quality of outcomes

Smart technologies were also implemented through the Sanad system to support recruitment processes by screening and analyzing resumes aligning job requirements with job descriptions and providing intelligent recommendations for the most suitable candidates The system also enables the suggestion of appropriate resumes upon the creation of a job vacancy without the need to publish the vacancy externally which contributes to improving recruitment efficiency and enhancing the quality of nominations

The section also seeks to strengthen partnerships with universities colleges and higher education institutions in order to obtain resumes of graduates and final year students and to participate in career fairs and professional events This ensures access to targeted talent and introduces them to job opportunities and application mechanisms through TDRA approved digital channels

The onboarding process is a shared service between the Human Capital Planning Section the Talent Management Section and the Employee Relations Section where the new employee is handed over and coordinated in an organized manner to implement the EGRAB onboarding program All new employees undergo this program to become familiar with TDRA at the beginning of their career journey at the Telecommunications and Digital Government Regulatory Authority TDRA.

Employee Affairs Section

The Employee Affairs Section is responsible for managing all TDRA employee affairs, including the issuance of employee certificates, leaves, attendance, employee transfer, termination of service, final settlements, delegation, secondment, and other matters. The Section is also concerned with procedures related to salaries, bonuses, benefits, promotions, allowances, updating employee databases, and health insurance for the employees and their family members.

The Section is also responsible for managing all employee procedures related to the General Pension and Social Security Authority.

Talent Management Section

Talent Management Section is responsible for planning, organizing, and developing the training and capacity-building system at TDRA, ensuring that talent development is aligned with strategic objectives, enhancing the readiness of the Human Capital Department, and promoting a culture of continuous learning, with a focus on the practical impact of training on both individual and institutional performance.
