Overview:

The United Arab Emirates possesses an integrated telecommunications infrastructure that is among the most advanced and sustainable both regionally and globally. It is built upon precise engineering and regulatory standards that ensure operational efficiency and service continuity under all conditions. Fiber-optic networks represent one of the key pillars of this infrastructure, with the UAE ranking among the world’s leading countries in fiber penetration, reflecting the nation’s strong investment in advanced digital infrastructure.

The Telecommunications and Digital Government Regulatory Authority (TDRA) oversees the continuous development of this ecosystem through unified technical manuals and national specifications for the design and implementation of telecommunications networks within buildings and urban areas. These standards enhance construction quality and ensure alignment with the requirements of smart and sustainable cities. TDRA also embeds efficiency and sustainability principles into planning and execution to achieve a balance between technological advancement and resource conservation, supporting the UAE’s long-term vision toward intelligent, flexible, and future-ready infrastructure.

Objectives:

  • Develop an advanced telecommunications infrastructure based on the latest engineering and regulatory standards to ensure efficiency, continuity, and future readiness.
  • Expand and enhance the reach of fiber-optic networks to meet the demands of digital transformation and smart city development.
  • Standardize technical specifications and implementation criteria for telecommunications networks within buildings and urban areas to ensure quality and reliability.
  • Integrate principles of efficiency and sustainability in the design and operation of infrastructure to support the UAE’s goals for sustainable development and climate neutrality.
  • Strengthen the UAE’s position as a regional and global leader in smart and sustainable digital infrastructure.

Telecommunications Networks Specifications Manual for Buildings

The TDRA has developed the Telecommunications Networks Specifications Manual for Buildings as the unified national reference for the design and implementation of telecommunications infrastructure in all buildings and new developments across the UAE.
The manual defines the technical standards and requirements that ensure every building is equipped with a future-ready telecommunications network, supporting high-speed fiber-optic connectivity and smart building solutions. The manual was developed in collaboration with the main licensees (Etisalat by e& and du), as well as relevant government entities and key stakeholders.
