Technologies and Planning Section
The Technologies and Planning Section is responsible for updating and managing the National Numbering Plan to ensure its continuous alignment with the operational and financial requirements of the telecommunications sector, and to ensure the orderly and efficient use of numbering resources at the national level. This includes reviewing the components of the plan, monitoring its implementation, and verifying its alignment with the current requirements of licensees, as well as with any operational or technical changes that may impact the management of numbering resources. The Section also manages applications for the allocation and withdrawal of numbering resources, monitors their usage to ensure compliance with allocation conditions and prevent misuse, and coordinates with the International Telecommunication Union (ITU) on all matters related to numbering, in accordance with approved requirements and procedures. The Section works to ensure the accuracy of fee calculations associated with the use of numbering resources and to maintain consistency in the application of relevant regulatory mechanisms. This is achieved through the drafting and development of necessary regulatory instruments, including regulatory and guiding decisions related to numbering management, and by monitoring compliance within its mandate. With regard to mobile, fixed, and toll-free number portability services, the Section ensures the continuity and availability of these services by monitoring performance, conducting audits, preparing periodic reports, and verifying that all parties comply with approved regulatory requirements. This supports the protection of subscribers’ rights and the promotion of fair competition in the market. In addition, the Section reviews and analyzes technical reports and issues submitted by developers and licensees in a systematic manner, and coordinates with relevant entities to address them. These efforts contribute to service continuity, prevent service disruptions, and enhance the operational efficiency of numbering systems and related services.
